What we build here
An annexe, and the rooms around it.
Most annexes in the borough are guest suites, studios or a quiet place to work. Each one is drawn for the garden it stands in.
Planning in Bromley
An annexe needs permission. Here is what Bromley looks at.
Council: London Borough of Bromley (opens in a new tab). Each note is a first answer, not the final word: we confirm it for your exact address before you sign anything.
- Permitted development does not cover primary living accommodation such as a bedroom, bathroom or kitchen, or a self-contained home, so an annexe someone sleeps in normally needs planning permission, in any borough.
- Bromley’s Local Plan (2019) has a policy for accommodation for family members, Policy 7. It is written for extensions to the house: the accommodation should not be capable of being split off as a separate home, and should be in keeping with the house in design and scale. An annexe in the garden is judged with the same aim in mind, so we draw it as part of your home, never as a separate dwelling.
- The borough has 13 Areas of Special Residential Character, among them Petts Wood, The Knoll (Petts Wood), Park Langley, Bickley, Chelsfield Park and Marlings Park Estate in Chislehurst. Under Policy 44, new building there should respect and strengthen the area’s special character.
- London’s largest borough by area, and about half of it is green belt, mostly to the south and east. Much of Chislehurst is conservation area, and Petts Wood has the Station Square conservation area.
Householder applications decided 1 July 2025 - 30 June 2026: MHCLG planning application statistics, table PS2 (opens gov.uk in a new tab) (Crown copyright, Open Government Licence v3.0). Decisions under an agreed extension of time have no time band in the table; we count them at 8–13 weeks.
Before we draw
Start with your postcode.
The address check reads the national planning data for your postcode: conservation areas, listed buildings, flood zones and, where Bromley publishes them, Article 4 directions and protected trees. Then we tell you, in writing, which route your annexe takes.
Built by KF CraftsQuestions
Asked in Bromley.
Does a garden annexe in Bromley need planning permission?
Normally, yes. Permitted development does not cover a bedroom, bathroom or kitchen, so an annexe someone sleeps in needs an application. Bromley also looks at whether it could become a separate home (Local Plan Policy 7). We check your address first and tell you in writing what it needs.
I live in Petts Wood or Park Langley. Is that different?
Both are Areas of Special Residential Character. A building in the garden should respect the area’s character (Local Plan Policy 44), so the design and where it stands carry more weight. Petts Wood also has a conservation area around Station Square.
What if nobody sleeps in it?
Then it is a garden room, and it is usually permitted development: single storey, behind the front of the house, within the height limits and covering no more than half the garden. Garden rooms.
